Associate Director – Major Capital Projects Real Estate at University of California San Francisco

COMPANY DESCRIPTION

The organization of UCSF Real Estate is focused on the development, planning, delivery and management of physical space for UCSF. Key responsibilities include a unified approach to oversee the active UCSF growth planned on a multi-site campus and to manage the complex metropolitan environments affecting capital assets and projects and efforts to align municipal challenges with maximum effectiveness in support of the UCSF mission. The department serves to provide the following services, which includes:

• Building Permit Services: responsible for issuing, maintaining and tracking permits for all construction, alterations, additions, repairs, and demolitions, along with inspecting all building projects to assure compliance with the UC & California Building Standards Code.
• Business Intelligence: provides integrated technological products and services in support of the UCSF Real Estate mission including:
•Space Analytics: responsible for the data management of UCSF’s space inventory of 10 million square feet of owned and leased space and maintains the space database of record at UCSF, coordinating and reporting that data to the University of California Office of the President (UCOP)
• Geographic Information Systems (GIS): provides spatial mapping of the UCSF build environment as a resource for all UCSF applications
• Project Management Information Systems (PMIS): provides the UCSF Real Estate with coherent organization of the information required for an organization to execute projects successfully
• Document Management: provides document control, archival and electronic record management and consulting.
• Campus Planning: responsible for all UCSF Campus and Medical Center Physical Planning, Space and Capital Planning. Provides professional planning services that guide the physical development of the campus and assists in strategic development and improvements of buildings and space to support UCSF’s mission of research, teaching, health care, and public service. The department maintains the Long-Range Development Plan (LRDP) for UCSF campus sites, develops land use plans, site and new facility evaluation, and conducts environmental analysis to comply with the California Environmental Quality Act (CEQA). Assess campus space needs and requirements, and annually updates the campus Capital Improvement Program that draws upon state, non-state, and campus discretionary resources to fund capital projects.
•Design & Construction: manages the execution of the UCSF capital plan and provides project management services to those embarking on capital construction and real estate renovation projects for Campus & Health projects. Planners, designers, administrators, contractors, inspectors, and others work together to meet the needs of UCSF clients.
• Finance, Administrative and Operations Services: provides financial, HR and administrative management and support services for all UCSF Real Estate functions.
•Real Estate Services: overseas UCSF’s real estate portfolio and structures and negotiates commercial real estate transactions for Campus and Medical Center real estate. This includes acquisition, disposition, development, and provides asset management services for over one million square feet of leased office, laboratory, medical, clinic, and residential space. UCSF Real Estate includes approximately 94 UCSF and 21 contract personnel; operating/recharge budgets of more than $30M per year; current year capital project expenditures of $208M; and oversight and responsibility for a $2.8B long-range capital development plan.

JOB DESCRIPTION

Under the general direction of the Director of Major Capital Projects – Campus Design & Construction, the Associate Director for Major Capital Projects is primarily responsible for leading a project team delivering a single large capital project or program in compliance with all UCSF standards and policies and is accountable to all customers and campus leadership for overall project delivery of that major project.

This position will initially be responsible for leading the Parnassus Research and Academic Building and West Campus Development program. This $800M program is currently in Schematic Design and is a Progressive Design Build dellivery model. The project team, including this position, are colocated to an Integrated Center for Design and Construction (ICDC) on the Parnassus campus to foster collaboration and integration through in person colocation. The current project schedule invisions occupancy in 2027

Provides direct oversight for team of project delivery staff possessing varying experience, knowledge, and skill levels with emphasis on team and staff development end engagement, daily operations and functions, ensuring that customers remain well informed, project progress and meets all project objectives. The above is accomplished through effective leadership, exemplary customer service, effective stakeholder engagement, focused supervision, development and management of project delivery staff including, Assistant Project Managers, Project Managers, and Senior Project Managers. This position is directly responsible for management of the design build team including leadership of the entire project team and stakeholders to deliver the project using integrated project delivery principles, processes, and aligned with the contract.

Please note: The compensation ranges listed online for roles not covered by a bargaining unit agreement are very wide, however a job offer will typically fall in the range of 80% – 120% of the established mid-point. An offer will take into consideration the experience of the final candidate AND the current salary level of individuals working at UCSF in a similar role.

For roles covered by a bargaining unit agreement, there will be specific rules about where a new hire would be placed on the range.
